We would like to announce some important changes that took place in Belarus short codes systems. First, operation of the following short code 7250 was temporarily suspended; in case you are manually updating instructions on your website, please remember to remove this short code. Secondly, we have connected new short code in Belarus with SMS-message cost of 9900 Belarusian ruble excluding VAT.

To our partners' satisfaction, we are happy to announce the following: first, the ability to receive mobile payments from Hungary is now possible on all keywords available. Secondly, it is was renewed based on three different rates, the highest of which is equivalent of 10 USD.

Previous short code will soon be completely removed from the system regardless the keyword you are using. As usual, all the necessary details can be found in rates scales of your services and on our website as well - short codes in Hungary.

From 21:00 o'clock on September 27th till 21:00 o'clock on September 28th, 2009 (GMT+3) due to major religious fast Israeli mobile carriers will entirely suspend all mobile payments processing. We will totally disconnect mobile payment processing of SMS messages from Israel on our side. In case those who use your services will send SMS messages from Israel during that time, they will receive a reply message saying that the service is temporarily unavailable, and they won't be charged for these messages.

Starting from 06.09.09, commonly used keywords were restored across France, Austria and Macedonia. In order to restore the whole working process short codes were replaced in some cases, in other cases — keywords were replaced, a few previous short codes were disconnected and entirely new short codes were added, particularly a 3 Euros value short code in France. The complete set of changes is displayed on our website, as well as in individual rates scales for each and every one of your services. Prior to resuming payment acceptance in the above-mentioned countries, please update personal rates scales and make sure that the instructions on your websites are in accordance with the actual information.

In the upcoming period we plan to connect a few more brand new short codes in Austria, in addition to resuming the operation of commonly used keywords in Hungary and Montenegro.

We have not yet finished with the good news. Please note that short code valued in 10 Euros, became available at the end of the past week in Germany along with replacing the short codes on most of the previous rates. In Belgium, instead of recently disconnected short code, two entirely new short codes were connected with much more profitable revenue share for our partners. The maximum SMS-message cost in Belgium is now 4 Euros.

The above-mentioned changes also took place in Netherlands, where as of last week both new short code and keyword are operating, and in Slovakia, where new short codes and rates are available as well. Irrelevant short codes will soon be disconnected.

As usual, we ask you make sure that the instructions on your website are in total accordance with the information given in individual rates scales. Our company continues the hard work in order to improve the mobile payment platform across the European countries. Pay close attention to the news published on our website and please do not forget to update the rates scales on time!

As you already know, premium SMS-services across 54 countries abroad are connected to SmsCoin system. That means hundreds of short codes and rates in use which demand our constant and tireless support and up-close control. A month ago we have started an overall revision of the entire short codes available and used in our system, the ultimate goal of which is to create the most sustainable and profitable SMS-payment system outside of CIS borders. Revision clearly shows that different short codes operating in our system vary based on a level of stability, profitability and popularity. Thus, a month ago we have announced the disconnection of a few short codes which our partners did not use basically. Today we ask you to pay attention to the number of highly important changes within specific countries.

In Spain, Portugal and Czech Republic short codes were partially replaced, and in some cases the appropriate rates as well. Please note that at the moment the only short codes operating in these countries are these mentioned in your personal XML, as well as under rates section on our website. A few short codes were entirely disconnected either due to their instability or a lack of interest among the users in the rates offered under these short codes.

In Ireland, problems which a few of our partners regularly encountered in the past few months, were eliminated completely.

As a result of our review of working process politics with our partners within several Swedish countries, at the moment there is only one rate available, stability of which is guaranteed. In France, Austria, Hungry, Macedonia and Montenegro dam keyword was disconnected (i.e. for services which have individual keywords connected to it, these 5 countries are accessible). We would like to apologize for the inconvenience caused by the modifications made to our system, but we are certain in their necessity in order to achieve the desirable stability of the system in general. In the very near future the work process with these countries will be fully restored, and even more so, additional attractive rates will be connected in most of these countries.

We would like to share with you some pleasant news on one hand, disappointing your expectations on the other. Lately, we have been negotiating with a number of companies regarding the SMS-payments connection within different provinces of China. As a result, it became clear that the situation with SMS-payments in general across the territory of National Republic of China is at its worst. China's government does not in any way support the development of such technology, severely regulating and restricting its use. Strictly prohibited are not only erotic and gambling resources, but any content that has anything with politics, religion, balance replenishment services and much more. Under the pressure from the government extremely low costs are set for premium SMS-messages. Consequently, the payout made by mobile carriers cannot be high and profitable. Apart form the above mentioned, the level of of fraud based on mobile phones use in China is exceptionally high, due to which mobile carriers are forced to a set particularly high payout period (as long as 6 month with some mobile carriers).

Let's sum things up: we now have the possibility to offer you the connection in China, but.... only a small number of partners will be able to use it. Our financial department managers are now starting to accept the requests to connect China, however we do ask you not to waste their time in vain and strongly recommend you to think through the necessity of connecting this country to your service before requesting it due to following reasons:

• SMS-message cost sent from China is only 1 RMB only (around 0.14 USD);
• From each SMS you will receive only around 4 cents (30%);
• Due to the withholding of the payout by China mobile carriers, we will be able to transfer your share to you only following 4-5 months;
• Based on the experience of our partners, fraud percentage can reach as much as 10-20% amongst the messages received by your services;
• The content of your website will be thoroughly examined by the authorities in the field of mobile communication rules in China.

If you think that your website will pass the highly demanding moderation process and still be profitable, despite the low cost and high level of fraud activities, feel free to send your requests for connection to our financial department. Please attach to your request a short description of your service and the link to the payment page in Russian, English or Chinese languages containing detailed instruction to services payment process in China (which are presented on rates page). The following page should not be accessible for your users until the moment we have received the approval from the mobile carriers. The process of debating on your request might take up to one month.

Overlooking the generally tough situation while working with China, a pleasant exception are actually semi province of Hong Kong which only partially subordinated to China's laws, and the Republic of China on the island of Taiwan which completely refuses subordination to the laws of China. Currently, you can receive payments from Taiwan in accordance with rates given on our website. Soon enough we will connect Hong Kong for general access.

The total population of Taiwan and Hong Kong is more than 23 million people. These regions are major industrial centers with highly developed mobile infrastructure and computer communication, with a hundred-percent level of mobile communication penetration, thus we hope that many of you will benefit the connection of these countries. The population of China, as is known, is higher than 1.3 billion people, however only a quarter of the population uses mobile communication. Nevertheless, Chinese users make up a significant part of the worldwide web-population, and we will be happy to know that some of our partners found the way to monetize their services with China's SMS-messages worth 14th cents.

Following to the results of the income analysis while using different rates in the countries covered by SmsCoin service, a decision was taken to disconnect several short codes and rates accordingly within a few countries. Only one short code was disconnected in each of the following countries: Bulgaria, Netherlands and Belgium, nd will be replaced by much more profitable ones in the near future.

If the audience you work with is coming from Bulgaria, Netherlands and Belgium, please make sure that you use the only operating rates within these countries, based on rate scales for your specific services and general information given on our website.

A brand new service was added to the list of our services called sms:donate. As it is hinted from its name, this service actually is the means for ollecting donations using SMS-payments. This service is the simplest one, not only in terms of the installation process, but also from the point of view of the interface for end-user.

In order to install the service you need to go to control panel of your account and fill out the simplest form which includes only 2 parameters – website address the service will be installed on, and the text which will be sent to users in reply SMS-message, such as: "Thank you!".The next step is to click the "HTML code" link where you have to choose the button you prefer to use on your website, and the default language according to which instructions for the user will be generated (Russian or English). On the same page you will find JavaScript-code which you have to copy and paste anywhere within any page of your website.

Paste the code, and the button you chose earlier will appear on the web-page. By clicking on that button user will see an instruction for payment through SMS-message.
