The following plugin enables your users to pay to upgrade popularity rating. The moment user have clicked the number to upgrade the rating a window will open where user will be offered to send an SMS. Following the activation of the password received in reply message the popularity rating will be upgraded. As a default user can vote for 1 person 1 time only, but the following plugin enables users to vote several times.
